A major break in this more than two-year continuing road block occurred in September 2014 when the Israeli Parliament made investor visas in Israel a possibility for U.S. Citizens. While Israelis are still not eligible for the E-2 as of this date, it is expected and hoped that the U.S. will soon make the E-2 visa available to Israeli investors. This would be especially welcome to Israeli entrepreneurs who do not already have an existing business in the U.S. with established trade between the U.S. and Israel. Since 1954, qualifying Israelis have been able to benefit from the E-1 treaty trade visa, available to executives, managers and specialized knowledge individuals to work for a qualifying U.S. entity (if they hold the same nationality as that entity) that demonstrates substantial trade principally carried out between the U.S. and the treaty country. However, the E-2 treaty investor visa, which requires a substantial investment in the U.S. entity and is frequently easier to obtain than the E-1 for start-ups and new ventures, has not been made available to Israelis despite President Obama approving an E-2 treaty with Israel in June 2012 because Israel and the U.S. are still negotiating final terms of conditions.
